    By organizing your list into these categories you can then begin to list under them tasks they can be responsible for. I am thinking about a principal or core group (a team of 2-3 people), 2 coordinators for the technicians,teachers, volunteers, and sites creating schedules and setting up training sessions and monitoring the groups, meeting regularly to keep up with communication and needs of each group.

    A connection/collaboration with the local community service cable station would be good.
